1. Fostering Youth Employment and Successful Transitions (Target 8.6)
A core measure of our success is the ability of our graduates to secure decent work. UNP’s 2024 performance demonstrates a robust system for ensuring that our students are not only educated but also eminently employable.
Excellence in Licensure Examinations
A key indicator of “decent work” readiness is passing professional licensure examinations. The UNP Annual Report 2024 (p. 40) proudly notes that the UNP achieved a 74% institutional passing rate for first-time licensure examinees, surpassing the national average of 72%.
Our graduates excelled in numerous high-stakes professions, with 25 separate announcements celebrating passers in 2024. Highlights of national top-performers include:

Facilitating Job Opportunities
UNP actively bridges the gap between education and employment.
- The 2024 UNP Sukisok Pagsapulan (Job Fair), organized in collaboration with the Office of Student Affairs and Services (OSAS), DOLE, and the Vice Governor’s Office, provided a direct pipeline for graduates to connect with employers.
The University also facilitated graduate participation in government programs like the DSWD KALAHI-CIDSS Cash-for-Work Program, providing immediate economic support and work experience.
Massive Scale of Practical Experience (OJT/Practicum)
A cornerstone of our employment transition strategy is our robust On-the-Job Training (OJT) and practicum program. This program is supported by 175 formal partnerships with local and national organizations (UNP Annual Report 2024, p. 204). In 2024, the University successfully deployed 5,654 students for practical, hands-on work experience from a total of 15,494 students enrolled in key technical and professional programs (including Business Administration, Accountancy, Computer Science, Information Technology, Health & Human Sciences, Technology, and Engineering).

2. Driving Economic Growth Through Skills, Innovation, and Entrepreneurship (Targets 8.2, 8.3, 8.9)
UNP functions as an economic engine by diversifying skills, fostering innovation, and supporting local industries, particularly tourism.
Developing High-Demand Skills
The University’s extension services are a cornerstone of regional economic development. The UNP Annual Report 2024 (p. 116) highlights 57 “Skills Training & Technology Transfer” extension programs conducted this year.
The 36 activities dedicated to skills development in 2024 included:
- TESDA Certifications: Students in the College of Technology (CTech) achieved high passing rates for National Certification (NC) II in Electronic Products Assembly (EPAS), Electrical Installation (EIM), and Automotive Servicing (Damili Vol 1, p. 30).
- Community Livelihood: Extension programs equipped residents with practical skills in house wiring (Damili Vol 1, p. 6; Damili Vol 2, p. 51), fish and meat processing (Damili Vol 1, p. 14; Damili Vol 2, p. 7), soap and fabric conditioner making (Damili Vol 2, pp. 30, 43), financial management (Damili Vol 1, p. 15; Damili Vol 2, p. 18), and T-shirt printing for Persons Deprived of Liberty (Damili Vol 2, p. 32).
- Professional Upskilling: UNP invested in its own faculty and staff, as well as the wider community, with training on AI-Driven Education (Damili Vol 2, p. 50), Cybersecurity (Activity 40), and Computer Troubleshooting (Activity 27). We also provided specialized training in technical writing (Damili Vol 2, p. 35), first aid (Damili Vol 1, p. 43), and investigative reporting (Damili Vol 1, p. 2) for our community partners.
- Formal Partnerships: The University’s commitment was institutionalized through the official accreditation of the UNP Assessment Center by TESDA (BOR Res. - Student Success: BS Entrepreneurship students won the ONE Ilocos Sur Spring Development Grant, and UNP teams were crowned champions of the Ilocos Sur Startup Hackathon and advanced as finalists in the 18th Business Idea and Development Award (BIDA).
- Institutional Support: The College of Business Administration and Accountancy (CBAA) held its 25th Annual Business Week (Damili Vol 1, p. 13), and provided hands-on entrepreneurial training on product innovation (Damili Vol 1, p. 14), digital marketing, and financial management to community members (Damili Vol 2, p. 7). The CTE also empowered communities with business skills for their Seaweed “Pokpoklo” Ice Cream enterprise (Damili Vol 2, p. 50).
Promoting Sustainable Tourism (Target 8.9)
As a University in a heritage city, UNP plays a vital role in promoting sustainable tourism.
- The College of Hospitality and Tourism Management (CHTM) demonstrated excellence, with students winning a major Tour Guiding Competition and the college earning Overall Champion at Kusina Ilocandia 2024.
- CHTM and its partners conducted Project B.E.S.T. (Building Excellence in Service and Tourism), a Filipino Brand of Service Excellence training for hospitality professionals (Damili Vol 1, p. 35), as well as a Housekeeping Training for local transient home operators (Damili Vol 2, p. 46) and enhancements for the Gaco River Eco-Tourism Park (Damili Vol 2, p. 49).
The University also provided technical support and expertise to local events, such as the Bantay Kaldingan Festival and the Miss Sta. Catalina 2024 pageant (Damili Vol 2, p. 33).
3. UNP as a Champion of Decent Work (Targets 8.5, 8.8)
UNP not only prepares students for decent work but strives to be a model employer, ensuring a safe, supportive, and fair environment for all its employees. This commitment is not incidental but a core institutional strategy, formalized through high-level directives such as Memo 2024-048 (“Finalization of the Streamlining of the Sustainable Development Goals… and the… University Development Goals”) and supported by dedicated bodies like the College SDG Task Force (mentioned in Memo 2024-538).

- Employee Welfare & Recognition: The University’s qualification for the Performance-Based Bonus (FY 2022) (as cited in Memo 2024-025), the 2024 Awards Ceremony honoring 62 loyalty awardees (UNP Annual Report 2024, p. 174), and tangible benefits like the board-approved Communication Allowance (BOR Res. No. 15, s. 2024) demonstrate a commitment to recognizing and rewarding service.
- Investment in Employee Development: UNP is committed to lifelong learning for its staff. In 2024, the university sponsored its faculty to participate in 141 professional development trainings (UNP Annual Report 2024, p. 18). Internally, the university conducted 59 workshops for its personnel (UNP Annual Report 2024, p. 15), including targeted upskilling like the “Computer Troubleshooting Workshop” (Activity 27), “Seminar on Effective Communication” (Memo 2024-162), high-level “CISCO Academy Instructors Training” (Memo 2024-224), and “Lecture and Demonstration on First Aid and Basic Life Support” (Memo 2024-573). This commitment is institutionalized at the highest level, with the Board of Regents formally approving the “Enhanced Policies and Guidelines for the Faculty Development Program” (BOR Res. No. 59, s. 2024) and its associated funding (BOR Res. No. 60, s. 2024).
- Safe and Inclusive Workplace: A landmark achievement in 2024 was receiving the “Mother-Baby Friendly Workplace Award,” a robust validation of UNP’s support for working parents. This was the direct result of institutional policy, such as Memo 2024-453 (“Provisions of Lactation Area in your Respective Building”).
- Supportive Work Culture & Relations: UNP fostered a positive environment through bi-annual team-building activities (Activity 110, Memo 2024-081) and active collaboration with employee unions. This partnership was demonstrated in the PROJECT PRESS pre-retirement seminar (Activity 109), hosted jointly with the Faculty and Non-Teaching Employees Unions.
Formal Partnerships: The University’s commitment was further solidified through a formal MOA signing with the Department of Labor and Employment (DOLE) and active participation in the provincial Labor Day celebration.
Our Employment Policies and Practices
UNP’s commitment to decent work is reflected in its institutional policies and practices, which ensure fairness, equity, and respect for employee rights.
- Pay Scale Equity, Living Wage, and Benefits: UNP guarantees fair compensation and a robust benefits package, ensuring pay equity and a secure livelihood for its employees. This is achieved through a multi-layered system of standardized salaries and comprehensive benefits.
- Standardized Salary Tranches: As a state institution, all permanent positions are paid according to the Salary Standardization Law (SSL). This establishes a transparent and equitable “tranche” system based on Salary Grades (SG), which ensures a fair living wage and eliminates arbitrary pay disparities. This commitment is backed by the University’s P615 million Personnel Services budget (UNP Annual Report 2024, p. 193).
- Performance-Based and Other Benefits: The standardized salary is supplemented by a range of performance-based and universal benefits. In 2024, these included the Performance-Based Bonus (PBB) (Memo 2024-025), Collective Negotiation Agreement (CNA) Incentives for union members (BOR Res. No. 80, s. 2024), Communication Allowances (BOR Res. No. 15, s. 2024), and Loyalty/Service Awards (Memo 2024-228, Annual Report p. 174).
- Comprehensive Health and Leave Benefits: Beyond salary, UNP provides comprehensive welfare benefits. These include a mandatory Annual Medical Examination for employees (Memo 2024-200) and the full provision of statutory leave, such as Maternity, Paternity, Solo Parent, and Magna Carta for Women leave (UNP Annual Report 2024, p. 173).
- Proven Gender Pay Equity: The success of this equitable system is proven in our institutional data. As documented in the UNP SDG 5 Report 2024, women are not clustered in lower-paying roles. Instead, they hold 65% of all Dean positions and 53.8% of all senior academic staff positions, confirming that senior-level compensation and advancement are accessible to all, regardless of gender.
- Merit-Based Hiring and Promotion: All hiring and promotion processes are governed by the Civil Service Commission’s Merit Selection Plan (MSP). This is formally governed by the Board of Regents (BOR), which approved the new Rationalized Organizational Structure and Staffing (ROSS) in 2024 (BOR Res. No. 13, s. 2024). This single initiative was the primary mechanism for career progression, resulting in the creation of 112 new permanent positions (from 675 in 2023 to 787 in 2024). The Board confirmed the promotion of 78 non-teaching personnel (BOR Res. No. 24, s. 2024) and 56 teaching personnel (BOR Res. No. 25, s. 2024), alongside creating 35 new Instructor I positions (BOR Res. No. 21, s. 2024). This process is transparently disseminated through 13 public job hiring announcements in 2024, culminating in the “Oath Taking of Newly Hired and Promoted UNP Employees” (Activity 7).
- Performance and Accountability: The University implements a formal Office/Division/Individual Performance Commitment and Review (OPCR/DPCR/IPCR) system as a cornerstone of its human resource management. This system ensures accountability and links performance to professional development, as mandated for all units in Memo 2024-048. In 2024, this system demonstrated a highly motivated and effective workforce, with 98% of all personnel (665 employees evaluated) achieving a rating of “Very Satisfactory” or “Outstanding” (UNP Annual Report 2024, p. 177). This process is enforced for all employees, including JO/COS staff who must submit their IPCRs for contract renewal (Memo 2023-364).
- Union Employment and Collective Bargaining: The University fully recognizes and actively collaborates with employee unions. Evidence of this includes the representation of the Faculty Union (FU) President on the University’s administrative council (UNP Annual Report 2024, p. xxv) and joint initiatives, such as “PROJECT PRESS” (Activity 109), with the FU and the Non-Academic Employees Union (NEU). This partnership is further solidified by the University’s payment of Collective Negotiation Agreement (CNA) incentives, which was formally approved by the Board of Regents (BOR Res. No. 80, s. 2024).
- Equivalent Rights and Non-Discrimination: UNP is an equal opportunity employer that actively works to ensure equivalent rights for all. Our commitment to eliminating discrimination is championed by the Center for Gender and Development (CGAD). This is put into practice through a gender-neutral uniform policy (SDG 5 Report 2024, p. 6), active LGBTQ+ advocacy (SDG 5 Report 2024, p. 6), and a workplace where senior academic leadership is composed of 65% women (SDG 5 Report 2024, p. 4). Furthermore, the University provides full statutory leave benefits for all eligible employees, including Maternity, Paternity, Solo Parent, and Magna Carta for Women leave (UNP Annual Report 2024, p. 173). Our performance accountability systems are also applied equitably, with the IPCR requirement extending to all JO/COS personnel for contract renewal, ensuring a uniform standard of review (Memo 2023-364).
Zero Tolerance for Modern Slavery: UNP maintains a zero-tolerance policy against all forms of forced labor, human trafficking, and modern slavery, in full compliance with Philippine national law. Our formal MOA with the Department of Labor and Employment (DOLE) (Activity 100) and our institutional participation in Labor Day celebrations (Activity 4) affirm our commitment to upholding all labor laws and human rights.
4. University Expenditure as an Engine for Economic Growth
UNP’s role as an economic anchor in the region is most clearly demonstrated by its institutional expenditures. Our total budget of P1.6 Billion (UNP Annual Report 2024, p. 163) is a primary economic driver for Vigan City and the Ilocos Region. This budget is not merely an operational cost; it is a direct investment in people, infrastructure, and the local supply chain, aligning perfectly with SDG 8.
Direct Local Employment (Target 8.5)
The largest portion of our budget, P615.5 Million for Personnel Services (PS), is a direct investment in decent work. This funds the stable, productive employment of our 1,157-strong workforce (713 permanent and 444 non-permanent). These salaries function as a critical economic stabilizer, infusing over half a billion pesos annually into the local economy as our employees live, shop, and support businesses in Vigan and the surrounding communities.
Stimulating the Local Economy via Infrastructure (Target 8.2)
Our P388.1 Million Capital Outlay (CO) budget is a direct infusion of capital into the regional economy. In 2024, P234.5 Million was utilized for major infrastructure projects (UNP Annual Report 2024, p. 165). This spending creates hundreds of secondary jobs and provides revenue to local contractors and suppliers, such as JLP Construction and Supply, Maple Leaf Engineering, PCQD Construction, HEAF Consultancy, 739 Builders, and BIGSKY Engineering (UNP Annual Report 2024, p. 222). This investment simultaneously builds a productive, modern work environment (e.g., the Technology Complex) and stimulates local economic growth.
Funding the Local Supply Chain (Target 8.8)
The P598.5 Million MOOE budget funds the daily operations that enable “decent work.” This budget is spent locally on utilities, services, and supplies, providing a steady stream of revenue to regional businesses. This fund also finances our direct investment in our workforce, funding the 141 professional development trainings and 59 internal workshops for employees, as detailed in Section 3.
Generating Local Economic Activity
Beyond our appropriated budget, UNP’s Business-Related Funds generated P25.8 Million in 2024 (UNP Annual Report 2024, p. 162). These self-sustaining auxiliary units—such as the UNP Guestel, Hospital, Printing Services, and Ceramics studio—function as local enterprises. They employ staff, serve thousands of clients, and procure goods, adding another layer to the University’s role as a diverse economic engine.
